► CONGO (BRAZZAVILLE): Launch of Air CEMAC delayed once more; this time until late 2013.

As prognosticated by The African Aviation Tribune in November 2012, Air CEMAC, the planned regional carrier to link Cameroon, the Central African Republic, Congo (Brazzaville), Gabon, Equatorial Guinea, Chad and São Tomé & Príncipe, has indeed been forced to delay its intended January 2013 launch date, this time, to November/December 2013.

► ALGERIA: Tassili Airlines full launch domestic timetable released.

Algeria's Tassili Airlines (SF) new domestic timetable routing has been released following the launch of the airline's inaugural Algiers to the Saharan oases of Adrar and Tamanrasset on Saturday 2 March.

► SWAZILAND: Government to force Swazi Airlink to use Sikhuphe Int'l Airport come its opening in September - PM

The Swaziland Government is set to force national carrier, Swazi Airlink (SZL) to use Sikhuphe International Airport come its opening due in either "August or September 2013." Works are scheduled to be completed in April with a three month staff testing familiarization period planned thereafter.

■ BOTSWANA: Air Botswana inaugurates new Pula Lounge at Gaborone SSKIA Airport.

Air Botswana (BP) has officially opened its new lounge at Gaborone's Sir Seretse Khama International Airport (SSKIA). Dubbed the Pula Lounge, after Botswana's national currency, the Pula, the facility will be available to members of Air Botswana's frequent flyer scheme, Teemane Club.

► UNITED KINGDOM: Air Zimbabwe pushes back planned launch of London flights to July.

Air Zimbabwe (UM) has delayed its planned launch date for international operations to London Gatwick to 1 July as its pushes to consolidate its domestic and regional operations first. Previously, the carrier had mentioned March as a possible date.

■ LIBYA: Lufthansa Systems, Libyan Airlines sign 5 year deal for supply of flight ops software.

Lufthansa Systems, a wholly-owned subsidiary of the Lufthansa Group that  provides consulting and IT services for selected industries, today announced that Libyan Airlines (LN) has signed a five-year contract for its Lido/Flight flight planning solution as well as its Lido/RouteManual and Lido/eRouteManual navigation charts.

► ZIMBABWE: China Sonangol denies its A320 being used for diamond smuggling.

China Sonangol, the joint venture between the Hong Kong based China International Fund (or the 88 Queensway group) and Angola's state-owned oil company Sonangol, has denied a report by whistle-blower site, 100Reporters, alleging that its Airbus A319 (MSN 2706 | VP-BEX) was being used to "smuggle" diamonds from Zimbabwe's controversial Marange diamond fields.

■ NAMIBIA: Air Namibia due for $120mln bailout from Government this year with more big spending to come.

In what is fast becoming a bad trend amongst southern African carriers - the South African government "loaning" South African Airways (SA) over USD500million and Zimbabwe set to cover Air Zimbabwe's USD188million debt bill - it appears that the Namibian Government has now budgeted a whooping USD120million (NAD1.1billion) to pay for "business plan updates and outstanding debts" for struggling national carrier Air Namibia (SW), with further allocations due until 2016.

► TUNISIA: Alitalia to launch 2x weekly Rome - Djerba flights from June.

Italian carrier, Alitalia (AZ), is to launch twice weekly seasonal flights from Rome Fiumicino to Djerba, Tunisia for the duration of Summer 2013.

►► CONGO (KINSHASA): CAA Fokker 50 crashes on approach into Goma; 6 dead.

Congo's Radio Okapi is reporting that a Fokker 50 (MSN 20270 | 9Q-CBD) belonging to CAA - Compagnie Africaine d'Aviation (FPY) crashed into a residential area at 17h44L on Monday afternoon while landing in bad weather at Goma International Airport, North Kivu Province in the eastern DRC. CAA operates four Fokker 50s.

■ NIGERIA: Arik Air to partner Lufthansa Technik, Boeing, Bombardier in rebuilding its MRO Hangar in Lagos.

Nigerian private carrier, Arik Air (W3), will partner Lufthansa Technik, Bombardier and Boeing in rebuilding its aircraft maintenance hangar at Lagos Murtala Mohammed International Airport.

► CONGO (KINSHASA): Air Kasaï due to take delivery of first ATR 72.

Kinshasa-based Air Kasaï is planning to take delivery of its first, and the Democratic Republic of Congo's first, ATR72 (MSN 408 | 9Q-?) according to Skyliner.de. The delivery will mark the relaunch of the airline into the local and regional market.

► SOUTH AFRICA: Blu Crane Air looking to start PE - George, Mthatha, King William's Town if market permits.

Marcus Van Heerden, the owner of Blu Crane Air, the Port Elizabeth based start up, says his plan for the airline is to fill "a gap in the Eastern Cape air route network," and not to compete with established carriers, though the addition of charter operations to Mozambique and Namibia in future does remain a possibility.

►► ALGERIA: Tassili Airlines to début domestic ops with Algiers - Adrar, Tamanrasset flights on 2 March.

On the occasion of its venture into the scheduled domestic operation scene, Algeria's Tassili Airlines (SF) has announced that its inaugural flight, with accompanying ceremony, will be held on 2 March at Algier's Houari Boumediene International Airport.

► THAILAND: Air Austral switches Chennai/Bangkok flights to night time ops from late March.

Réunion-based carrier Air Austral (UU), from 31MAR13, is to adjust its operational schedule on its St. Denis de la Réunion – Chennai (Madras) – Bangkok service. Currently, the airline operates morning and night-time departure from St. Denis, 1 weekly each. This will be changed to a night-time departure only.

■ ETHIOPIA: Works start on new $100mln Ethiopian Airlines MRO Hangar; new Cold Storage Cargo facility to come online shortly.

Ethiopian Airlines' (ET) Cargo and Maintenance divisions are to take a step closer to realizing their Vision 2025 objectives in the coming weeks following the launch of construction works for a new MRO hangar facility at Bole International Airport capable of housing Boeing 777s, 787s and 747s. Also on the cards is the upcoming inauguration of a USD3.4million (ETB63million) cold storage warehouse, due for completion shortly.

► MAURITIUS: Condor to start Munich - Mombasa, Mauritius from late 2013.

German charter carrier, Condor Flugdienst (DE), is to launch once weekly Munich - Mombasa and once weekly Munich - Mauritius flights in November and December respectively. Both destinations are currently served out of Frankfurt. 

► SOUTH AFRICA: Edelweiss Air to continue 2x weekly Cape Town ops for Winter 2013/14.

Swiss charter airline, Edelweiss Airlines (WK) is to maintain its seasonal twice weekly Zurich - Cape Town service during the Northern Winter 2013/2014 season. The Airbus A330 service operates under a code share with Swiss Airlines (LX).

► KENYA: Cargo outfit Coyne Airways expands to 30 destinations throughout Africa.

London-based cargo outfit Coyne Airways (7C) has launched what it terms "customer-focused services" to over 30 destinations across Africa, routed through three of the Continent’s main hubs - Lagos, Nairobi and Johannesburg.

► MOZAMBIQUE: TAP Air Portugal outlines Maputo frequency increases for April - October.

Portuguese carrier TAP Air Portugal (TP) has announced it will increase its Lisbon - Maputo flights effective 1 April. In addition, TAP will deploy its Airbus A330 onto the route according to demand.

■ SOUTH AFRICA: Tough break for Denel AMG employees as just 139 out of 523 are to be retained under new SAAF deal.

South African trade union, Solidarity, has announced that only 139 employees out of 523 will be retained on a new aircraft maintenance contract to be signed between the South African Air Force (SAAF) and defense contractor Denel Aviation/AeroManpower Group. This means that 384 employees will lose their jobs by the end of March. The union had originally pinned its hopes on 150 personnel being retained. 

 

■ LIBERIA: Government clarifies awarding of contract for new $11mln hotel at Roberts International Airport.

The Liberian Government says it has indeed awarded an USD11million contract for the construction of a 5-star hotel at Monrovia's Roberts International Airport to local tycoon, Mr. George Abi-Jaoudi, a Lebanese businessman. Liberian Minister of Transport,  Eugene Lenn Nagbe, made the statement following much speculation in the Liberian press over the nature of the award given Mr Abi-Jaoudi's relationship to the Liberian First Family.

► SOUTH AFRICA: (Pics) Antonov An-2 biplane completes epic 20'000km journey from Russia to South Africa.

An Antonov An-2 christened Anushka (Little Annie in Russian) (MCN 1G226-49 | RA-33390) has completed its 20'000km journey from northern Russia to South Africa, where it is to be used to carry out charitable work supporting humanitarian causes in southern Africa. Donated by Russian airline UTair (UT) with South Africa's ExecuJet set to provide the necessary support and maintenance, Anushka, a former cargo hauler, will now operate out of Lanseria Airport, Johannesburg under the "Just Love" banner.

► EGYPT: Midwest Airlines, Egypt Leisure Airlines eye Egyptair's retired 737-500 fleet for planned ops.

Egyptair's (MS) fleet of retired Boeing 737-500s have become a hot potato on the Egyptian domestic scene with two carriers, Midwest Airlines and Egypt Leisine Airlines, eyeing them for use in planned operations.

► GAMBIA: Aeolus Air set to take delivery of A320; to start weekly Dakar ops from April.

Banjul based ACMI outfit, Aeolus Air (AAZ) is to offer a weekly scheduled Let 410 service between Banjul and the Senegalese capital, Dakar effective 7 April.

■ SENEGAL: ASECNA awarded €2.8mln contract to begin set up of Global Navigation Satellite System in Africa.

The Agency for Aerial Navigation Safety in Africa and Madagascar (L'Agence pour la Sécurité de la Navigation aérienne en Afrique et à Madagascar - ASECNA) the pan-African air navigation service provider, has been awarded a EUR2.8million contract for the implementation of Global Navigation Satellite Systems across Africa. The contracts comes under a EUR9million programme entitled "Support to the airline industry and applications of satellite services in Africa" under the joint auspices of the ACP (Africa, Caribbean and Pacific) Group of States Secretariat and the European Commission (EC).

■ GHANA: Keith Luxton appointed CEO of Starbow Airlines.

Keith Luxton was last month appointed the CEO of Ghanaian private carrier Starbow Airlines (S9), replacing previous CEO, Dr.  Brock Friesen, who oversaw the carrier's inaugural flight in 2012.

► ETHIOPIA: Abyssinia Ballooning Co. to expand operations to Debre Zeyit, Awassa and Bahir Dar.

Addis Ababa-based Abyssinia Ballooning, the joint venture between Netherlands based ballooning company Virgin Balloon Flights and a local Ethiopian business partner, is set to expand its market into the towns of Debre Zeyit, Awassa and Bahir Dar.

● COMOROS: Yemeni Government claims new evidence shows 2009 crash of Yemenia IY626 near Moroni may not have been an accident.

Yemen's government has motioned to reopen investigations into the 2009 crash of Yemenia Airways flight IY626 in the Comores, claiming that new "information" has come to light, showing the crash may not have been an accident. Results are said to be due this month (March 2013).

■ CONGO (KINSHASA): New national carrier to début in June as Government moves to recertify all Congolese carriers under IATA supervision.

Justin Kalunga, the Democratic Republic of Congo's Minster of Transport, says a new national airline has already been white-papered and approved by his government with a new strategic partner set to be chosen in due course. The new airline, due to take delivery of its first aircraft in June, will replace the current quasi-defunct national carrier, LAC Lignes Aériennes Congolaises (4V). The move is one of the initiatives the Congolese are undertaking to ameliorate the country's poor aviation safety record and international image.

■ TANZANIA: Fastjet to settle $2mln in debts with Tanzanian taxman, Airports Authority as deal with 1Time said to be under "reconsideration".

Tanzania based fastjet (FN), has agreed to settle debts amounting to over USD2million (TAS3.14billion) owed to both the Tanzanian Revenue Authority (TRA) and the Tanzanian Airports Authority (TAA). Previously, fastjet had claimed that the debts had been incurred under predecessor Fly540's previous owner, 540 Aviation, who were therefore responsible for them.

● LIBYA: LYCAA releases final report on crash of Afriqiyah 771; blames lack of pilot coordination, somatogravic illusions.

Libya's Civil Aviation Authority has released its final report on the crash of the Afriqiyah Airlines (8U) Airbus A330-200 (MSN 1024 | 5A-ONG) operating as flight 8U772 from Johannesburg, South Africa to Tripoli, Libya, which crashed on approach into Tripoli International Airport in May 2010. According to their findings, air crash investigators have blamed "the limited coordination and cooperation between the two crew members" exacerbated by fatigue and coupled with  the effects of somatogravic illusions (i.e. an optical illusion that can result in spatial disorientation) as the mitigating factors in the crash.

► SOUTH AFRICA: TAAG Angolan Airlines goes 3x weekly to Cape Town from April.

From 1 April, TAAG Linhas Aéreas de Angola (DT), Angola's national carrier, is to boost its Luanda - Cape Town frequency from twice weekly to 3x weekly, with the addition of a Wednesday flight. Ops are flown with a Boeing 737-700.

■ SOUTH SUDAN: Kiir issues decree founding Civil Aviation Authority as new airline, South Supreme Airlines, is born.

Salva Kiir, the President of South Sudan, on Tuesday issued a decree formally establishing the country's first civil aviation authority (South Sudanese Civil Aviation Authority - SSCAA), tasked with regulating and developing the fledgling nation's aviation and airline industry. The authority will be overseen by a board of seven members, headed by Police General Agasio Akol.

► SIERRA LEONE: Senegal Airlines starts Dakar - Freetown, adds extra Conakry flights on-board Brussels Airlines A330s.

Senegal Airlines (DN) has launched Dakar - Freetown (Sierra Leone) flights in conjunction with Brussels Airlines (SN). Since 25 February, the Senegalese national carrier has been placing its code "DN" on Brussels Airlines' Dakar - Freetown sector of its Brussels - Dakar - Freetown flights. Similarly, Senegal Airlines has also placed its "DN" code on Brussels Airlines' Dakar - Conakry sector, effectively adding 3 extra weekly frequencies to its previous 7x weekly flights.

■ MAURITIUS: Maldives and Mauritius ink BASA; daily intra island flights slated to begin "before July."

Mauritius has signed a Bilateral Air Services Agreement with fellow Indian Ocean islanders, the Maldives, at a ceremony held on 26 February in the Mauritian capital, Port Louis. Under the accord, designated carriers from both Mauritius and the Maldives will be able to jointly operate direct flights between Beijing and Mauritius, and Maldives and Mauritius.

■ ETHIOPIA: Ethiopian Airlines MRO certified for both Bombardier Q-Series airframe maintenance and CFM56-3/7 engine overhauls.

Ethiopian Airlines MRO (Maintenance, Repair, Overhaul) division has upgraded its product and has now been granted approval by the Ethiopian Civil Aviation Authority (ECAA) and the US Federal Aviation Administration (FAA) to provide full airframe maintenance services for Bombardier’s Q100, Q200 and Q300 turboprop aircraft. Additionally, it has also been certified to provide overhauls for the CFM International CFM56-3 and CFM56-7 engine respectively.

► SOUTH AFRICA: Kulula 737 suffers engine failure during take off roll in Cape Town forcing closure of runway; no injuries.

A kulula (MN) Boeing 737-800 (MSN 28612 | ZS-ZWP) operating flight MN104 from Cape Town International to Johannesburg, South Africa, at 15h00L suffered an engine failure during its take off roll. One of Cape Town's two runways was subsequently shut for a brief period to allow for inspection and clearance of any debris.

► NIGERIA: Saudia Cargo boosts Hong Kong - Lagos flights on back of strong demand.

Saudi Airlines cargo division, Saudia Cargo (SV), has announced that it will add one additional weekly flight on its Hong Kong - Lagos route effective March 2013. Overall, the increase will result in there being 9 weekly flights from Hong Kong and 8 to Lagos, its West African hub.

► JAPAN: Egyptair to reduce Tokyo Narita ops from 31 March.

As per the 27FEB13 GDS timetable and inventory display, Egyptair (MS), starting 31MAR13, is to reduce its Cairo – Tokyo Narita service from 3 to 2 weekly. 

► ZAMBIA: Proflight set to take delivery of a 737 in May for use on Lusaka - Livingstone flights during UNWTO.

Domestic operator Proflight Zambia (P0), is looking to take delivery of a Boeing 737-200ADV in late April for use on its domestic routes during the upcoming XXth United Nations World Tourism Organisation (UNWTO) General Assembly to be jointly held in Livingstone & Victoria Falls, Zimbabwe in August this year.

►► ETHIOPIA: ASKY Airlines now codesharing with Ethiopian on the latter's West Africa, Brazil flights.

[UPDATE 26 FEBRUARY] Ethiopian Airlines (ET) and its West African subsidiary ASKY Airlines (KP) have expanded their code-sharing agreement to now cover the majority of Ethiopian's routes between Ethiopia and West Africa with Nigeria, Senegal, Mali, Benin, Ivory Coast, Cameroon, Equatorial Guinea, Togo and Burkina Faso now operating with an ASKY IATA code (KP).

■ TANZANIA: Precision Air sees a 6% increase in pax uplifted over NOV12 - JAN13 period.

Tanzania's Precision Air (PW) says it has registered a 6% growth in passenger traffic for the period NOV12 - JAN13 with an overall growth of 13% for the period APR12 to JAN13.

► NIGERIA: Discovery Air outlines its planned route network though launch date is still uncertain.

Nigerian startup Discovery Air has outlined its intended route network with various domestic and regional destinations planned. The Lagos based carrier intends to launch commercial flight services with a fleet of Boeing 737-300s and Bombardier CRJ-200s, though when exactly, remains uncertain.

► TANZANIA: fastjet to start daily Kilimanjaro - Mwanza & Zanzibar ops from mid March.

Tanzanian LCC Fastjet (FN), is to expand its network with the announcement today of the launch of daily Kilimanjaro - Mwanza and daily Kilimanjaro - Zanzibar flights effective 18 March. Both flights will operate with an Airbus A320.

► EGYPT: Sky Cruise hot air balloon explodes in mid flight over Luxor; 19 dead.

A hot air balloon belonging to Sky Cruise - Egyptian Airship & Balloon Co. of Luxor, this morning burst into flames in mid air, before plummeting to the ground killing 19 tourists who were on-board. Two passengers - the balloon pilot and a tourist  - were said to have survived, but have sustained serious burns and have been taken to a local hospital in Luxor, about 450km south of Cairo.
